District officials along with their OSBA lawyer met with DDEA and our Consultant to notify us that picketing inside the district building was not allowed. The District's actions delayed bargaining by 30 minutes. While the DDEA honored the district demands, the OEA's legal team is currently reviewing the district's demands to determine if they have interfered with our protected rights. The appropriate legal action will be taken.
Over 200 teachers and their families, including members from Beaverton EA and Sandy, and classified staff all stood in the courtyard SILENTLY to let the District feel our presence. Then the rally went outside and yelled cheers to encourage the district to settle a contract: "What do we want? A CONTRACT! When do we want it? NOW!". Later, teachers lined the hallway next to the superintendent's office and remained vigilant for several hours.
The Team was well-prepared for last night's session. We presented the District with four (4) mini-packages representing the remaining articles with the exclusion of Article 9 -Employee Rights.
The parties came to agreements on two (2) of the mini-packages. We were able to Tentatively Agree on Articles 6-Association Rights, Article 13- Temporary Teachers. We also TA'd parts of Articles 9 (Employee Rights) and 14 (Working Conditions).
The Team offered our 3rd mini-package and within an hour, the district countered. This mini-package deals with Article 2- Unit Definion, Article 25-Duration and a new article on ESEA (aka NCLB). DDEA followed up with a 4th mini-package which addressed Working Conditions, Salary, Health Insurance, Extra Duty Pay and High School Division Chairpersons.
Salary: Keeping in the mind that the current CPI (Consumer Price Index) is 4.4%, the DDEA Team lowered our offer by 1% to 6.5%. We also sent the District a message that our figure was negotiable depending on the improvements in Article 14-Working Conditions. The district countered with their same offer of 3.5%.
Health Insurance: The DDEA Team is proposing a cap of $1350 for the first year and an increase of 15% the second year (the approximate increase for 08-09). The district countered with their previous proposal of $1050.00 with a 7% increase each year. Keep in mind that if your DDEA Team were to accept the District's proposal, full family members would be out of pocket ranging from $200 to $400 per month.
The District made a counter offer that made NO IMPROVEMENTS in Prep Time or Class Size, and very few improvements in Work Day and Work Year.
Your Team continues to send the District the message that we need improvements in work load.
Your presence was a key factor in motivating your Team and putting pressure on the District to bargain in good faith.
